This is part 1 of a 4-part series report. The objective of this paper is to provide an overview of an underreported relationship between the global economic crisis and the A H1N1 swine flu, the proposed experimental vaccine, martial law and eugenics.

Introduction

The World Health Organization (WHO) level 6 pandemic alert and the U.S. national emergency measures, supposedly to contain the H1N1 swine flu “pandemic,” are raising a classic civil rights issue:

Now that the U.S. military is deployed in the U.S. and the Pentagon is planning to deploy more troops to assist with a national flu vaccination program, to what extent can an American’s liberty be curtailed to advance the common good?

Many other questions are being asked about these issues, perhaps not enough considering the conflicting reports from officials.

On April 26 2009, NY TImes reported that American federal health officials declared a public health emergency. Among other activities, a U.S. emergency declaration “lets the government…give some previously unapproved tests and drugs to children” according to the April 27, 2009 NY Times article.

John Brennan, Assistant to the President for Homeland Security and Counterterrorism stated in a press briefing on April 26:

“Secretary Napolitano and the Department of Homeland Security have the overall lead for coordinating the federal response to an influence epidemic in the United States. The department is closely coordinating with Health and Human Services and CDC to monitor the situation.” (Press Briefing on Swine Influenza with Department of Homeland Security, Centers for Disease Control and Prevention, and White House, April 26, 2009)

On June 11, the WHO raised the level of influenza pandemic alert to Phase 6 Pandemic Alert, indicating the start of an actual pandemic and reflecting spread of the H1N1 virus, not its severity. (R40560 The 2009 Influenza Pandemic: Selected Legal Issues Congressional Research Reports, June 15 2009)

According to WHO, a pandemic is a worldwide epidemic that has to meet three conditions:
1. The microbe infects and causes serious illness in humans.
2. Humans do not have immunity against the virus.
3. The virus spreads easily from person-to-person and survives within humans. (World Health Organization. WHO global influenza preparedness plan. The role of WHO and recommendations for national measures before and during pandemics – March 2005)

One conflict was presented in the June 11 2009 Congressional Research Reports that stated, “The majority of patients that have had A H1N1 swine flu have experienced mild symptoms and made a rapid and full recovery.”

Furthermore, as author F. William Engdahl notes, no “government or private agency in the world has yet to scientifically isolate, to photograph with means of electron microscopy and to list the chemical characteristics of the ‘novel H1N1 Influenza A virus’ as it is now officially called.”

The Obama administration released stockpiles of Tamiflu and Congress was soon to approve $7.65 billion for the non-proven pandemic influenza. After pressured, a spokesperson at an April 26 press conference admitted that President Obama had not used the Tamiflu.

Testing patients to see if they had of H1N1 was halted, so reports publicly being made about the extent of H1N1 are inaccurate. H1N1 symptoms are same or similar to any other flu. Nevertheless, a National Emergency is in force and raising public concern about the vaccine being developed and the military deployed on U.S. soil.

Giving children a fast-tracked experimental vaccination in schools is justifiably concerning. People living in oppressed (developing and least developing) countries given the fast-tracked, experimental vaccination is equally concerning.

Dr Keiji Fukuda, the WHO Assistant Director-General for Health Security and Environment, warned about potential dangers of the experimental H1N1 swine flu vaccine saying, “There are certain areas where you simply do not try to make any economies. Who’s in charge?

Reasonable grounds exist to believe that H1N1 vaccines might be mandatory in some states of the U.S. The primary authority for quarantine and isolation in the U.S. resides at the state level. States may be allowed to choose to either enforce mandatory vaccination or to allow “self-shielding and quarantine.” (Congressional Research Reports, June 15 2009)

The U.S. Emergency Medical Powers Acts and Federal legislation, including Patriot Acts I, II and III, BARDA and others, however, provide for mandatory vaccination or drugging with no exemptions (religious or otherwise).

U.S. federal government has jurisdiction over interstate and border quarantine.  Military enforcement of border entry and closing can occur according to Congressional Research Reports.

Barbara Loe Fisher, President National Vaccine Information Center (NVIC) June 17, 2009 calls on Americans to become educated and act in responsible ways to defend their rights. (video)

NVIC is calling on the Obama administration to answer a series of questions, including about the right for parents to say “No.” (video)

World leading economist, Prof. Michel Chossudovsky maintains that the H1N1 epidemiological data is “fabricated, falsified and manipulated” and a political ploy to “create a crisis where there is no crisis.”

According to Chossudovsky, the WHO level six pandemic is diverting public attention from a social crisis “largely the consequence of a deep-seated global economic depression” and ushers Martial Law into the U.S. according to Chossudovsky. “The flu pandemic is used to foreclose organized resistance against the government’s economic policies in support of the financial elites. It provides both a pretext and a justification to adopt emergency procedures. Under the existing legislation in the US, Martial Law, implying the suspension of constitutional government, could be invoked in the case of  “A Catastrophic Emergency” including a the H1N1 swine flu pandemic.” (Chossudovsky, July 26 2009)

Two points that independent researchers agree about H1N1 are: the “pandemic” will be highly profitable for corporations and the Pentagon is positioning for military control of the U.S. health system.

Army families are being forced to rely on charity food handouts because they cannot make ends meet on the wages paid to low-ranking soldiers, it has been reported.

The problem is exacerbated when regiments are sent overseas on tour as spouses are hit with unexpected extra expenses such as childcare and bigger phone bills.

Foodbank, based in Salisbury, Wiltshire, has handed out food parcels to 245 struggling military families in three years.

The charity’s network manager, Jeremy Ravn, told The Sun newspaper that wives and families resorted to the parcels when they were hit by unexpected expenses.

“There is always the cost of extra child care and travel and bigger phone bills,” he said. “But because the lower ranks are not paid well, often just a large bill or a hiccup in the pay system is enough to push them over the edge.

“Speaking as an ex-soldier, it is very distressing to see forces people in this state. It is heartbreaking when you see them come in. But it’s nice to be able to help them immediately.”

Shadow Defence Secretary Liam Fox said the news was an “outrage”.

“For a government that can find billions for bank bailouts, service families going hungry is a betrayal of Britain’s finest,” he told The Sun.

“This would have been a scandal in the 19th century. It’s an outrage in the 21st century. What does it say about our country?”

Julie McCarthy, chairwoman of the Army Families Federation, agreed that the need for handouts was “beyond belief”.

“It’s not because they are over-spending,” she said. “It’s because they have to live on such tight budgets to survive. The regiments do what they can, but their welfare officers are often overwhelmed dealing with fatalities and the wounded.

“When I look at what we ask our soldiers to do, it makes me very angry. They surely have enough to worry about in Afghanistan without wondering if their families are able to eat.”

An Army spokeswoman said: “For a variety of reasons, a number of personnel may find themselves in a situation where they need help managing their household budgets.

“The chain of command works closely with individual personnel to assist them. We also work closely with charities and Armed Forces Families Federations, which are sometimes approached by families for assistance, in order to ensure that help is co-ordinated and longer term solutions can be found.”

State to spy on parents, make sure kids go to bed on time, attend school

The UK government is about to spend $700 million dollars installing surveillance cameras inside the private homes of citizens to ensure that children go to bed on time, attend school and eat proper meals.

No you aren’t reading a passage from George Orwell’s 1984 or Aldous Huxley’s Brave New World, this is Britain in 2009, a country which already has more surveillance cameras watching its population than the whole of Europe put together.

Now the government is embarking on a scheme called “Family Intervention Projects” which will literally create a nanny state on steroids, with social services goons and private security guards given the authority to make regular “home checks” to ensure parents are raising their children correctly.

Telescreens will also be installed so government spies can keep an eye on whether parents are mistreating kids and whether the kids are fulfilling their obligations under a pre-signed contract.

Around 2,000 families have been targeted by this program so far and the government wants to snare 20,000 more within the next two years. The tab will be picked up by the taxpayer, with the “interventions” being funded through local council authorities.

Another key aspect of the program will see parents deemed “responsible” by the government handed the power to denounce and report bad parents who allow their children to engage in bad behavior. Such families will then be targeted for “interventions”.

Both parents and children will also be forced to sign a “behavior contract” with the government known as Home School Agreements before the start of every year, in which the state will dictate obligations that it expects to be met.

The opposition Conservative Party, who are clear favorites to win the next British election, commented that the program does not go far enough and is “too little, too late.”

Respondents to a Daily Express article about the new program expressed their shock at the totalitarian implications of what is unfolding in the United Kingdom under the guise of social services initiatives.

“Sorry, but what the hell? Why are people not up in arms about this?,” writes one, “This is a complete invasion of privacy, and it totally ignores the fact that the state does NOT own kids. It’s not up to them how parents choose to raise their children, as long as the parents do not actively harm them. Why on earth aren’t the public rioting? It’s completely anathema to basic British freedoms.”

“Excuse me!?! What an incredible intrusion into the privacy of a family! George Orwell must be spinning in his grave right now,” writes another.

“I have one comment to make: it completely violates Article 8 of the European Convention on Human Rights (Human Rights Act 1998). Has this minister and his lackies even done any basic homework on basic human rights and civil liberties? Or rather they’ve just decided to completely ignore them,” adds another.

The move to install surveillance cameras inside private homes is also on the agenda across the pond. In February 2006, Houston Chief of Police Harold Hurtt said cameras should be placed inside apartments and homes in order to “fight crime” due to there being a shortage of police officers.

“I know a lot of people are concerned about Big Brother, but my response to that is, if you are not doing anything wrong, why should you worry about it?” Chief Hurtt told reporters.

Andy Teas with the Houston Apartment Association supported the proposal, saying privacy concerns would take a back seat to many people who would, “appreciate the thought of extra eyes looking out for them.”

If such programs come to fruition and are implemented on a mass scale then the full scope of George Orwell’s depiction of a totalitarian society is his classic novel 1984 will have been realized.

The following passage is from Orwell’s 1984;

The telescreen received and transmitted simultaneously. Any sound that Winston made, above the level of a very low whisper, would be picked up by it, moreover, so long as he remained within the field of vision which the metal plaque commanded, he could be seen as well as heard. There was of course no way of knowing whether you were being watched at any given moment. How often, or on what system, the Thought Police plugged in on any individual wire was guesswork. A child’s Virginia baptism ended up being a real shocker.

Responding to a noise complaint in Prince William County, police sought to quell the assembled crowd — who they said were making too much of a racket — by firing a Taser at the child’s grandfather and at the pregnant mother of the baptized child.

The officers said they placed a call to the homeowner, who they said was intoxicated and refused to reduce the volume.

The homeowner, 55, is a church family counselor and bible study teacher. His son, Edgar Rodriguez, claims he was Tasered three times after producing his ID for police. The elder Rodriguez was arrested for public intoxication in his own backyard.

The two say police used excessive force to quiet down “a backyard party.” A home video of the scene shows a relatively tame event.

The pregnant mother of the baptized child was also Tasered in the back after officers averred she was assaulting a police officer, and is now being held separate from her family by Customs and Immigration Enforcement.
