We Asked For Help On Interrogations, But “It Didn’t Come” says General Sanchez

General Ricardo Sanchez, the former top commander of coalition forces in Iraq, has added a bit more detail to his claim last night that his soldiers were “abandoned on the battlefield” by civilian leaders in the Bush administration.


Earlier in the interview, General Sanchez referred to “dereliction of duty,” though when pressed by CNN’s Sanchez on who he was talking about, he declined to get specific.

We’ve contacted General Sanchez — who has said he was forced into early retirement because of the Abu Ghraib scandal, which occurred on his watch — for more information on this.
Speaking this afternoon to CNN’s Rick Sanchez (no relation), General Sanchez repeated the charge that he and his soldiers were abandoned on the battlefield on the issue of harsh interrogations. General Sanchez explained that this occurred “because of a lack of policy guidance, a lack of structure, a lack of training.” He added: “And even when commanders were asking for this help, it didn’t come.”

Cheney said in an interview on Fox News:

“On the question of whether or not Iraq was involved in 9-11, there was never any evidence to prove that,” he told the Fox host. “There was “some reporting early on … but that was never borne out… [President] George [Bush] … did say and did testify that there was an ongoing relationship between al-Qaeda and Iraq, but no proof that Iraq was involved in 9-11.”

How important is Cheney’s admission?

Well, 5 hours after the 9/11 attacks, Donald Rumsfeld said “my interest is to hit Saddam”.

He also said “Go massive . . . Sweep it all up. Things related and not.”

And at 2:40 p.m. on September 11th, in a memorandum of discussions between top administration officials, several lines below the statement “judge whether good enough [to] hit S.H. [that is, Saddam Hussein] at same time”, is the statement “Hard to get a good case.” In other words, top officials knew that there wasn’t a good case that Hussein was behind 9/11, but they wanted to use the 9/11 attacks as an excuse to justify war with Iraq anyway.

Moreover, “Ten days after the September 11, 2001, terrorist attacks on the World Trade Center and the Pentagon, President Bush was told in a highly classified briefing that the U.S. intelligence community had no evidence linking the Iraqi regime of Saddam Hussein to the [9/11] attacks and that there was scant credible evidence that Iraq had any significant collaborative ties with Al Qaeda”.

And a Defense Intelligence Terrorism Summary issued in February 2002 by the United States Defense Intelligence Agency cast significant doubt on the possibility of a Saddam Hussein-al-Qaeda conspiracy.

And yet Bush, Cheney and other top administration officials claimed repeatedly for years that Saddam was behind 9/11. See this analysis. Indeed, Bush administration officials apparently swore in a lawsuit that Saddam was behind 9/11.

Moreover, President Bush’s March 18, 2003 letter to Congress authorizing the use of force against Iraq, includes the following paragraph:

(2) acting pursuant to the Constitution and Public Law 107-243 is consistent with the United States and other countries continuing to take the necessary actions against international terrorists and terrorist organizations, including those nations, organizations, or persons who planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001.

Therefore, the Bush administration expressly justified the Iraq war to Congress by representing that Iraq planned, authorized, committed, or aided the 9/11 attacks. See this, this, this and this.

And while many people now focus on the false WMD claims, it is important to remember that – at the time – the Saddam-911 link was at least as important in many people’s minds as a reason to invade Iraq.

Indeed, given that Cheney and the boys are still pretending that everyone thought that Iraq possessed WMDs, Cheney’s admission that there was never any evidence linking Iraq and 9/11 might be even more definitive proof of intentional misrepresentations by Cheney and other high-level members of the Bush administration.

Given that the anthrax attacks were also blamed on Iraq by the Pentagon – but they turned out to be the work of an American scientist – and given that it is now accepted by the 9/11 Commission itself as well as high-level military leaders, intelligence officials and others that the government’s version of 9/11 is false, additional questions also arise.

The federal government mistakenly made public a 266-page report, its pages marked “highly confidential,” that gives detailed information about hundreds of the nation’s civilian nuclear sites and programs, including maps showing the precise locations of stockpiles of fuel for nuclear weapons.

The publication of the document was revealed Monday in an online newsletter devoted to issues of federal secrecy. That set off a debate among nuclear experts about what dangers, if any, the disclosures posed. It also prompted a flurry of investigations in Washington into why the document had been made public.

On Tuesday evening, after inquiries from The New York Times, the document was withdrawn from a Government Printing Office Web site.

Several nuclear experts argued that any dangers from the disclosure were minimal, given that the general outlines of the most sensitive information were already known publicly.

“These screw-ups happen,” said John M. Deutch, a former director of central intelligence and deputy secretary of defense who is now a professor at the Massachusetts Institute of Technology. “It’s going further than I would have gone but doesn’t look like a serious breach.”

But David Albright, president of the Institute for Science and International Security, a private group in Washington that tracks nuclear proliferation, said information that shows where nuclear fuels are stored “can provide thieves or terrorists inside information that can help them seize the material, which is why that kind of data is not given out.”

The information, considered confidential but not classified, was assembled for transmission later this year to the International Atomic Energy Agency as part of a process by which the United States is opening itself up to stricter inspections in hopes that foreign countries, especially Iran and others believed to be clandestinely developing nuclear arms, will do likewise.

President Obama sent the document to Congress on May 5 for Congressional review and possible revision, and the Government Printing Office subsequently posted the draft declaration on its Web site.

As of Tuesday evening, the reasons for that action remained a mystery. On its cover, the document attributes its publication to the House Committee on Foreign Affairs. But Lynne Weil, the committee spokeswoman, said the committee had “neither published it nor had control over its publication.”

Gary Somerset, a spokesman for the printing office, said it had “produced” the document “under normal operating procedures” but had now removed it from its Web site pending further review.

The document contains no military information about the nation’s stockpile of nuclear arms, or about the facilities and programs that guard such weapons. Rather, it presents what appears to be an exhaustive listing of the sites that make up the nation’s civilian nuclear complex, which stretches coast to coast and includes nuclear reactors and highly confidential sites at weapon laboratories.

Steven Aftergood, a security expert at the Federation of American Scientists in Washington, revealed the existence of the document on Monday in Secrecy News, an electronic newsletter he publishes on the Web.

Mr. Aftergood expressed bafflement at its disclosure, calling it “a one-stop shop for information on U.S. nuclear programs.”

In his letter of transmittal to Congress, Mr. Obama characterized the information as “sensitive but unclassified” and said all the information that the United States gathered to comply with the advanced protocol “shall be exempt from disclosure” under the Freedom of Information Act.

The report details the locations of hundreds of nuclear sites and activities. Each page is marked across the top “Highly Confidential Safeguards Sensitive” in capital letters, with the exception of pages that detailed additional information like site maps. In his transmittal letter, Mr. Obama said the cautionary language was a classification category of the International Atomic Energy Agency’s inspectors.

The agency, in Vienna, is a unit of the United Nations whose mandate is to enforce a global treaty that tries to keep civilian nuclear programs from engaging in secret military work.

In recent years, it has sought to gain wide adherence to a set of strict inspection rules, known formally as the additional protocol. The rules give the agency powerful new rights to poke its nose beyond known nuclear sites into factories, storage areas, laboratories and anywhere else that a nation might be preparing to flex its nuclear muscle. The United States signed the agreement in 1998 but only recently moved forward with carrying it out.

The report lists many particulars about nuclear programs and facilities at the nation’s three nuclear weapons laboratories — Los Alamos, Livermore and Sandia — as well as dozens of other federal and private nuclear sites.

One of the most serious disclosures appears to center on the Oak Ridge National Laboratory in Tennessee, which houses the Y-12 National Security Complex, a sprawling site ringed by barbed wire and armed guards. It calls itself the nation’s Fort Knox for highly enriched uranium, a main fuel of nuclear arms.

The report lists “Tube Vault 16, East Storage Array,” as a prospective site for nuclear inspection. It said the site, in Building 9720-5, contains highly enriched uranium for “long-term storage.”

An attached map shows the exact location of Tube Vault 16 along a hallway and its orientation in relation to geographic north, although not its location in the Y-12 complex.

Tube vaults are typically cylinders embedded in concrete that prevent the accidental formation of critical masses of highly enriched uranium that could undergo bursts of nuclear fission, known as a criticality incident. According to federal reports, a typical tube vault can hold up to 44 tons of highly enriched uranium in 200 tubes. Motion detectors and television cameras typically monitor each vault.

Thomas B. Cochran, a senior scientist in the nuclear program of the Natural Resources Defense Council, a private group in Washington that tracks atomic arsenals, called the document harmless. “It’s a better listing than anything I’ve seen” of the nation’s civilian nuclear complex, Mr. Cochran said. “But it’s no national-security breach. It confirms what’s already out there and adds a bit more information.”

Two current CIA officers agree

Milton Bearden, a former Central Intelligence Agency Pakistan station chief who served at the agency for three decades, says claims that the Bush administration’s so-called enhanced interrogation techniques saved American lives are likely false.

The retired senior CIA officer also says that the former administration’s repeated assertions that attacks were foiled through torture are hurting US credibility abroad, endangering alliances and aiding the cause of would-be terrorists.

Bearden, who formerly headed the CIA’s Soviet/East European Division and served as station chief in Pakistan, Nigeria and Sudan, was a key figure in the funding and training of the mujahedeen in Afghanistan during the Soviet occupation. He retired in 1994 but says he has communicated with contacts who agree they’ve heard of no evidence to support Bush officials’ claims.

If the Bush administration had proof of a plot stopped by enhanced interrogation, they would have produced it, Bearden says. “I cannot imagine that the system would not have leaked such a story,” he insists. “It would have been leaked in a New York minute.”

Former President George W. Bush and Vice President Dick Cheney publicly defended their harsh interrogation approach last month. However, the techniques approved by Bush administration lawyers in 2002 appear to be prohibited by both the Geneva Conventions and the United Nations Convention against Torture, to which the US is a signatory.

Slapstick plots

Bearden is intimately familiar with the countries that some of the most prominent terror suspects have hailed from. He dismisses many of the alleged terror plots which have been made public.

“They dredge up the slapstick plot of the Liberty Seven or the strange Lyman Faris plot which included a blowtorch,” Bearden said. “But when asked for something more substantive, the [Bush administration] retreated behind the screen of protecting sources and methods. We are told to trust them.”

“When challenged on any aspect of national security,” he added, “the standard collection of administration acolytes instantly dredged up the now well known list of interdicted attacks against us.”

Vice President Dick Cheney has vigorously defended the interrogation program in recent months. In May, the former VP said the specter of the terrorist attacks of Sept. 11, 2001 caused the Bush administration to respond far more aggressively to avoid any future attacks and claimed that many attacks were thwarted as a result of harsh interrogation tactics.

“Every senior official who has been briefed on these classified matters knows of specific attacks that were in the planning stages and were stopped by the programs we put in place,” Cheney insisted.

Alleged damage to national security

Bearden argues that since we already know the methods used — in some cases including waterboarding — there should be no reason to hold back on exposing more substantive thwarted plots. He also believes that making claims of a thwarted plot but being unable to lay the “intelligence on the table” is harmful to US national security.

“Ronald Reagan laid his intelligence on the table almost immediately after his retaliatory attack against Tripoli following the Libyan attack of 1986 on the La Belle Disco in Berlin,” Bearden said. “Reagan let it be known that we had the Libyan codes and did this before he felt even a twinge of heat from the public or Congress because it was the right thing to do.”

Perhaps most significantly, Bearden believes that by making unsubstantiated claims of success in preventing attacks, the Bush administration has actually undermined US alliances with other nations. Bearden and the others he’s communicated with have not heard of any significant plots against the United States that were uncovered by the Bush administration’s harsh techniques — and that, he says, weakens US standing in the world.

“I have never been able to understand how any responsible leaders could so vehemently stick to the excuse of protecting sources and methods while that very position accounted for a weakening not only of this nation’s alliances, but potentially strengthened our enemies,” he said.

Two active CIA officers agree

Two other CIA officers, who have asked to remain anonymous due to their ongoing involvement in covert operations, seconded Bearden’s skepticism that any domestic plots of significance were disrupted during the Bush administration.

“Certain officials of the Bush administration would have had no qualms about exposing any of our officers, operational methods and sources of information if it meant scoring political points,” said one CIA covert officer, whose focus is the Middle-East, referring to the outing of CIA officer Valerie Plame Wilson. “The fact that [the Bush administration officials] continue to use the protection of sources and methods as a reason for why they can produce no evidence of a serious plot is not believable given what they have already made public.”

Another current CIA officer who works the Near East agreed that if any plot had actually been disrupted, someone from the Bush administration would certainly have leaked the proof, noting, “Nothing is sacred to them.”
